Introduction:
The purpose of the survey is to try and get an over all feeling as to how Information and Computer Technology is been deployed in our Primary Schools. It has been a number of years since the schools network and the National Centre for Technology in Education(NCTE) was introduce and it would be interesting to see how school are finding it. It is hoped that the results will throw some light on how teacher see the role of ICT in our schools . The survey has now been completed, that's the easy part, what can we deduce from the results, that's the no so easy part. I have decided to publish summery of  the results in the form of a blog and invite people to add comments and thus generate a discussion. After each question I have added a comment in which  you may agree or disagree, in any case please add your opinion [Add a comment] and start a discussion.

The Survey:
The survey took the form of an online poll which was aimed at  primary schools teachers.

The Results:
Number of participants : 154 which brake down as follows
special needs assistance (SNA) 0 ( 0%)
Teachers 7 ( 4.55%)
Vice Principal 23 ( 14.94%)
Principal  124 ( 80.52%)

Comment: It would have been nice to see more teachers take part.

Q1: Who supports the Computers & Network in your school?
None = 10 ( 6.49%)
Unpaid volunteer such as a parent = 11 ( 7.14%)
Teacher in the school =  65 ( 42.21%)
Outside paid firm/consultant =  68 ( 44.16%)
Comment:
In most ICT installations, a large part of what is known as the Total Cost of Ownership [TOC] is made up of ongoing support.  There is a ongoing debate in the industry regarding outsourced support and it's cost effectualness . In our survey the split is 55.84/44.16 if favour of teacher/volunteer support. I would suspect that using Outside  firms/consultants increases the TOC.

Q2: How do you rate the NCTE help desk?
In this question  participants were asked to rate the  NCTE help desk  choosing between "very high", "high", "low", "very low","never used it"
The average  rating  was low.
Comment:
If this survey represents the general opinion then the  NCTE help desk may have a creditability  problem.
Q3:Which Office products do you use
None 1 ( 0.48%)
Star Office  3 ( 1.44%)Because this is an average it's hard to draw any solid conclusions. It would appear that a sizeable number are saying that ICT is only living up to half [50%] of their expectations??

Open Office  19 ( 9.09%)
Microsoft office 2003  54 ( 25.84%)
Microsoft Office 2007  126 ( 60.29%)
Comment:
As expected, the lions share is Microsoft Office in spite of the fact the Open/Star Office is free, and for 90% of users is more than adequate.

Q4:Has your school got it's own web site
Don't know 0 ( 0%)
No  71 ( 46.1%)
Yes  83 ( 53.9%)
Comment:
Is this a reflection of what value schools put on having a web site?

Q5:Has your school got a dedicated computer room
Yes  65 ( 42.21%)
No  89 ( 57.79%)
Comment:
This may be due to any number of factors
No room.
No budget.
Policy decision.

Q6:Which of the following would best describe your school's use of ICT (Choose one or More)
To teach ICT skills to the pupils 85 ( 55.19%)
To allow pupils be creative and explore the world  87 ( 56.49%)
School administration functions 119 ( 77.27%)
As a teaching tool  138 ( 89.61%)
comment:
Because more that one answer can be give the percentages add up to more that 100%.  From the results only a little over half our schools  teach ICT skills to their pupils.

Q7:How do pupils use ICT in your school (Choose one or more)
We do not encourage pupils to work independently on the computer 2 (0.1% )
We do not have the resource to allow pupils to work independently on the computer 15 ( 9.74%)
Work on the school website. 24 (15.58 %)
Art and crafts  40 (25.97 %)
Explore maths an science  111 (72.10 %)
Use word-processing for essay writing and project work. 134 (87.01%)
Research topics on the Internet  136 ( 88.31%)
comment:
This is an interesting result when compared to Q6 above.  In Q6 56.49% said that ICT was used to allow pupils be creative and explore the world , yet in this question, “Explore maths an science”, “Use word-processing for essay writing and project work” and “Research topics on the Internet “ all yielded results  in the 70-90 range.

Q8:How do you rate the overall educational value of ICT in the school
In this question  participants were asked to rate he overall educational value of ICT in the school
choosing between "very high", "high", "low" and "very low". The average rating was high.
Comment:

This result would suggest that most teachers would place a high value on ICT  in education.


Q9: Has ICT in your school lived up to your expectations
In this question  participants were asked to rate as a percentage, how they though the ICT in their school lived up to their expectations. The average was result was 50%
Comment:
Because this is an average it's hard to draw and solid conclusions. I would appear that a sizeable number are saying that ICT is only living up to half [50%] of their expectations??
Q10:  The effect of ICT in Irish schools is :
Is a waist of time and money  0 ( 0%)
Is of limited use  9 ( 5.84%)
Positive and of great benefit to both teachers and pupils  22 ( 14.29%)
Has great potential but requires more investment  123 ( 79.87%)
Comment:
Clearly most people see the potential of ICT in schools but only 14% see any positive effect right now.

Q11: Giving the limited funding that schools get, where in the list of priorities do you place ICT
At the very bottom 0 ( 0%)
Near the bottom  5 ( 3.25%)
Halfway down  56 ( 36.36%)
Near the top  81 ( 52.6%)
At the very top  12 ( 7.79%)
Comment:
The  idea in this question and I am not sure it came across was to find where in the  school spending priority  list  should ICT appear   in comparison to say special needs, buildings, sports etc. From the results 96%+ say that ICT should be half way or above.

Q12: In your opinion, where in the list of priorities should the Government place ICT
At the very bottom  1 ( 0.65%)
Near the bottom  6 ( 3.9%)
Halfway down   22 ( 14.29%)
Near the top  105 ( 68.18%)
At the very top  20 ( 12.99%)
Comment:
Do you really think that ICT is a higher priority than say special needs or  pupil teacher ratio??

Q13: How would you describe your own ICT skills
Very Low 17 ( 11.04%)
High 96 ( 62.34%)
Advanced 41 ( 26.62%)
Comment:
There seems to be a high confidence in ICT skills.

General discussion:
It is my opinion  that the ICT system exists to serve the legitimate needs of the users. The system must be aligned with the goals of the organisation that it is meant to serve.  In the survey I asked participants to rate the performance of their computer and network and most seem happy with what they have. Now ask yourself the following questions, is the ICT system in your school focused on the goals of your school? Is the system serving you or  are you serving the system? Is the system empowering  you to  providing a first class education to all of your pupils?   Bottom line, is the ITC system giving puplis, staff, parents and the tax payer in general value for money? Over to you........
